Job Purpose
Reporting to the AIM Branch Manager, the Programme Officer (PO) is responsible for direct field-level implementation across the AIM program’s three core pillars: Social Empowerment, Economic Empowerment (Livelihood and Education pathways), and Creating an Enabling Environment for Adolescent Girls and Young Women (AGYW). Under a 4-PO branch model, each PO manages a defined catchment portfolio of 3 neighboring club spaces (approx. 300 participants, 9 mentor-led groups, 3 EA groups, 6 VSLA groups, 1 intervention school, and up to 210 livelihood participants) while delivering SOP V3.0 visit and follow-up standards.
Key Responsibilities
Social Empowerment Pillar
Lead community inception, participant/club selection, and club setup. Recruit, train, and onboard mentors. Form and manage AIM safe spaces/clubs, conduct household (HH) surveys, monitor participant attendance, and submit monthly/bi-monthly dropout reports.
Economic Empowerment (Livelihoods & VSLAs)
Facilitate participant-specific livelihood selection, organize technical and entrepreneurship trainings, oversee asset/input transfers, and manage immediate home follow-ups. Collect livelihood cost-sharing installments, form and monitor VSLA savings groups, and ensure a minimum 80% transition of livelihood participants to formal microfinance institutions.
Education Pathway
Select participants for the AIM Education pathway, organize peer-mentor study circles (PLCs), support the distribution of school-related materials/costs, monitor school attendance, and identify out-of-school very young adolescents (VYAs) for re-enrollment.
Enabling Environment & GESI
Form and train Youth Development Committees (YDCs), map local service providers, facilitate referrals for Gender-Based Violence (GBV) and Sexual & Reproductive Health (SRH), and integrate Gender Equality and Social Inclusion (GESI) principles across all activities.
Portfolio & Supervision Standards
Execute efficient monthly field plans delivering SOP V3.0 standards: visit mentor groups monthly, conduct weekly EA group sessions, visit VSLAs twice monthly, and complete monthly home visits for livelihood participants (achieving at least 90% completion). Enter live data into the BInsight MIS mobile application during field visits.
Cohort Transition & Cohort 5 Preparation
Complete remaining Cohort 3 activities (asset transfers, cost recovery, microfinance transition) while supporting Cohort 5 startup activities (community mapping, transect walks, HH surveys, club setup) between October 2026 and June 2027 as assigned.
Safeguarding & Compliance
Actively promote BRAC’s safeguarding policies, protecting participants and team members from harm, abuse, neglect, harassment, and exploitation.
Candidate Specifications & Qualifications
Education
Graduate Degree or Post-Secondary Diploma in Development Studies, Social Sciences, Agriculture, Business Administration, Education, or a related discipline.
Experience
Minimum of 1 year of hands-on field experience in the international development sector working with marginalized communities (implementing education, microfinance, livelihood, food security, or women’s empowerment programs).
Added Advantages
Prior experience as an AIM club mentor, community facilitator, or experience managing VSLAs, asset transfers, and cost-recovery collections.
Technical Skills
Computer literacy and proficiency with mobile devices; hands-on experience using digital data collection/reporting tools (BInsight MIS, KoBo, Google Forms, SurveyCTO, or CommCare).
Key Competencies
Excellent community mobilization skills, strong time-management/field-routing ability, willingness to spend extended time in the field, and ability to travel within the branch catchment.
Mobility
Flexibility to be assigned or reassigned between Cohort 3 and Cohort 5 communities as directed.
